Unauthorised concrete deliveries in Indonesia

The Problem

A country manager of an international construction company had become concerned that the concrete deliveries to three of their construction sites in Jakarta were coming from unapproved sources. This created reputational risk for the company as they could not control the quality of the product being used at their development sites, and also highlighted a potential insider risk given that arranging deliveries of cement was the responsibility of the regional sales manager.

The Approach

Given the sensitive nature of the issue, the circle of people involved in the project was kept small. Victoria Intelligence (“VI”) spoke with the country manager to ascertain their concerns, what evidence they currently had for it, whether there were any known conflicts of interest and what actions they wanted to take if their suspicions were proven accurate.

Success for the business looked like:

  • Evidence of concrete deliveries from unauthorised vendors.

  • An investigation into whether there was any relationship between the regional sales manager and any identified unauthorised vendors.

  • Enough evidence to either prove unauthorised deliveries, or create reasonable confidence that no unauthorised deliveries were identified.

The Solution

VI worked with a trusted surveillance partner to conduct surveillance on the three sites over a 2 week period. Following the conclusion of this it was identified that two of the sites were visited by delivery trucks bearing the logos of companies not approved to provide the company with cement. Further open source and company research ascertained links between one of the delivery companies and the brother in law of the regional sales manager. All of this information was provided in a report for the company.

The Impact

As a result of this evidence, disciplinary action could be taken against the regional sales manager, and the unauthorised concrete deliveries were stopped.
